Yes, there is no mechanism which allows us to handle the costs of SMS so at this time, that is only for Enterprise level members.

This links shows many of the various features that the different levels have. There are only three levels, free Community, Extended reports and then Enterprise level for companies managing dozens, hundreds and even thousands of locations/connections.
